Executive Director:
Norman Patton’s previous service to the community was as The Salvation Army
Corps Officer in Oxnard from 1996 to 2002. Holds a AA degree in ministry. During his tenure in Oxnard, various
programs were developed and grown. They include the Free Medical and Dental
Clinic, Sally’s Place transitional housing and other various social programs.
Also during his tenure, his leadership operated the Winter Warming Shelter for 3
years. Norman’s recent past activities were with Edward Jones Investments in
Spokane, Washington.
Board Chair: Robin
Campos, Member since 2006 Oxnard Harbor District resident of Oxnard. Married 25
years with 3 children. Currently employed by the Oxnard Harbor District. Born
and raised in Ventura County. Member of Kiwanis Club of Oxnard served on the
Commission on Homelessness, Girl Scout leader. 
Joseph
Babicki, Board Member, Treasurer, Member Since 1995. Attended Washburn
University in Topeka KS from 1965 thru 1968 and graduated with a BBA. Mr.
Babicki worked for various companies and non-profit organizations in finance,
information systems, internal auditing, etc. Positions included Corporate Audit
Manager for Sambo’s Restaurants and Director of Finance for the Central
California franchise of Consumer Credit Counselors.
